Whilst i agree that the figure on the left does not look human ....it has been stated, officially and multiple times, that Halo: Reach will be a prequal.

First off - Its not an elite. http://img200.imageshack.us/img200/749/figuresbolder.jpg

The game is most likely just going to take place during the same battles of reach that we all know and love, just from a different perspective, something along those lines. (that what i think at least)

Look at the pic, he isn't that much bigger than the guy in the middle (possibly John).

is it just me or do i see ODST's?

It's just you :P

Also answering the question "well what is it then?"...
The SPARTAN on the left is obviously Sam because Sam is described in the books as being a head taller than the other Spartans and being the strongest. It is obviously NOT an Elite because the Elites didn't side with the Humans until The Great Schism which occurs halfway through Halo 2 (roughly) and seeing as Reach is a prequal to Halo CE (1) i doubt it very much an Elite would be helping Spartans.

And yet more proof that ATLAEST the middle one if a Spartan is that as far as i am aware, only the Spartans were issued with silenced assault rifles which the person in the middle clearly has. I think it mentions the silent ARs in The Fall Of Reach, towards the beginning when the Spartans are trying to capture the Rebel leader.

The Spartans are, from left to right: Sam, Kelly, John, Fred and Linda.
I've allready explained why it is Sam, It is Kelly because she was the smallest and fastest of the Spartans, John because he is in the middle (a leading stance), Fred because he is holding a combat knife which in the books it says he loved to use and Linda because she was famous for using custom sniper rifles and if you look at the outline of the Sniper it is obviously not the usual issue UNSC Sniper Rifle.

Five years older and wiser
The fires are burning, I'm fire, never tire
Slay warriors in the forests, and on hire

Its not an elite look at the picture, they all have the same knee caps..

oO( Underdogg13 )Oo

It does actually look human, if you look at the leggings, they look strikingly similar to Spartan leggings. Also, the legs are undoubtedly too straight to be an Elite. Lastly, it does take place before CE and the Great Schism, so an Elite assisting the humans would be impossible.
