Does anyone have any facts or speculation on if Halo reach will use the Halo 3 engine or not?

It will be a FPS so it might make sense to use it, but personally I'd like to see a different engine or upgrade if possible :)

They should use the Halo CE engine and improve it.

I think it is possible that Reach will use a new engine, because:

1. Bungie has been working with the 360 hardware ever since 2004/2005, so I'm pretty sure they know how to reach the potential of the 360 and do it quickly. Plus, they probably have been working on this game shortly after Halo 3 was released.

2. It's a brand new game set before the events of the first 3 Halo games, so I think it's style should be set apart from the first Halo games.

3. We don't even know what they're up to, so maybe the kind of game they're working on requires a brand new engine? I don't know, but anything is possible. :P

Anyway, I hope they use a new engine. I don't want it to use a slightly upgraded version of the Halo 3 engine.

Yep, they're using a new engine. This game wasn't only just started, they've been working on it since H3 was released.

You consider 2007-2010 a short time period?
They said only a small part of Bungie's team has been working on this title, with the most of the team devoted to ODST. 3 years is pretty short for a smaller group of people to develop a new game engine and a new game.
