It's not like the ENTIRE FREAKING GAME will use it. Just campaign, or another kind of mode. not in matchmaking. I agree, that would be retarded, but look at it this way.
Imagine the scene where Halsey flips the Coin, and John has to catch it, with Project Natal, you would have to reach out and catch the coin, the way you call it with voice recognition, this makes AI squads, and mini "Natal" Scenes possible, such as Climing the training course that Mendez put the Spartans through. But during combat, you just needed a controller. I think that this could work really well, and would make my theories possible. Not only that, But Chief liked to use hand commands, with Natal, you could actually use the same hand signs, that the chief did.
It wont be used. Natal is still on a developing state. They have been working on this game for some time (no, just because they announced it on E3 doesnt mean that they just started recently) my guess would be that they started this at the same time Halo 3 ended as a main project while ODST was running as the side project. As it has been said, Bungie is making this and not Microsoft and even though Microsoft owns the franchise they know that Bungie knows what its doing. I can see some other Halo game in the future being made with this but Reach? No, its too soon to jump on the failboat when its hasnt been fully built.
As for the game being about the Spartan program? I doubt it. Seems to me that the game will focus on when Reach is invaded. Chances are that we will get a cut-scene so that the people who haven't read the novels know what the hell is happening but other than that they wont head so far back in the past as to make you train as a 6y/old.
