Should bungie change the whole system so it doesn't feel the same
Or should they stick with "if it aint broke don't fix it...AT ALL"

Assuming they use a new engine designed for H:R, it will be much different, like the two other games before Halo 3 felt different. Not much point in even playing a multiplayer if it's the same feel as its preceding game did. The story would keep attention, but even that would grow tiresome once it was played through.
Variety = success.

If by new, you mean the old Halo: CE gameplay feel, then most likely yes since this game occurs before right before Halo: CE.

Look... I'm on bungiepedia!

Since Halo 3 felt like Halo 2.5, I really hope they change a lot. 2 and 3 don't feel like Halo anymore. I hope that Halo REACH will feel a lot like Halo: Combat Evolved (it makes sense in the timeline), but with more focus on squad commands (just 4 simple commands on the dpad, to control the 4 other Spartans in the banner if they're with you in campaign). But in MP this wouldn't make much of a difference besides allowing us to communicate in radio silence.
