I always thought it was because they already had a map that was similar enough - Valhalla and Standoff. Yes, I know they encourage different tactics
As well as this, wide open maps with nothing in the middle doesn't work in Halo 3 and frankly people have moved on from that to more complex and tactic-based maps. People will just need a remake to actually realise they have (and even then they'll quickly shift the blame to Bungie making a shoddy remake - which would be funny actually, because it's accusing them of not making a blank, open map properly...=/)
Also, we don't even know if Reach will use a whole new engine. Hopefully they will, but frankly there hasn't been word of a new graphics engine yet and there is a good chance that they'll be using the same one as in Halo 3 (although slightly upgraded and fine-tuned of course).
The physics engine WILL be the same though, if Bungie plan on keeping the same feel of Halo with Reach. The physics engine is the main decider of how the game feels.
Halo has a light feel with plenty of flexibility (which is why it's so easy to manoeuvre yourself, you feel really light when jumping, and how Bungie can give you so many options for customisation in Forge and Custom Games.
Take GTA IV for example - it feels so different to the GTA's on PS2 because they used a totally new and different physics engine (Euphoria engine), so the light feel and robotically free movements when running/driving were exchanged for a more weighty, realistic and fluid feeling of movement.
