It gives us the option if we want to dual wield or not.But if it's a feature in the game, we don't have an option of the weapon not being a half-gun. In order for DW to be added, weapons need to be mad half as effective as they would be if single-wieldable. Compare the H2 Needler compared to the H1 or H3 Needler. Now do the same for all dual wieldable weapons and their single wieldable counterparts in Halo 1...Like i said, Bungie needs to get the balancing right.
BTW, the H3 Needler is overpowered, it only takes 9 needles to make them asplode.The only way to balance it right while still allowing the option of dual wielding would be to make everything as strong as they were in H1, but when you pick up a second gun, their power is cut in half. And that's not very realistic... but it would sure be better than the dual wielding in H2/3.
I don't consider the H3 Needler overpowered because you can outstrafe it. Maybe they could make it shoot slower, or make the needle shards much bigger and darker, so you can out-strafe it easier.
