Because Bungie said so.....

.......does not mean it was not used before. In Halo: The Fall of Reach Cortana says that a when the covenant atacked them as they fought at Reach, a covenant plasma torpedo destroyed the Spartan's personal armory. Do you know what this means??? The PoA ( if you dont know what that means you ARE NOT a Halo fan) did have weapons that you see in Halo 2 and 3 but they were melted to oblivion by plasma. That means that Spartan Lasers, BRs, SMGs,ect. were in field use before the other two games so if I see another person say "THER WIL BE n0 BR'S IN HALO REACH BCUZ IT WZ B4 HALO 2 AN D 3" I might cry....... literally. Read the books, learn the canon, and be awsome.....

Correct, and I doubt that the IAC in Halo 2 had a wide variety of weapons (it was just a Frigate, and Earth was attacked out of nowhere).

Not really they knew it was coming. They just weren't exactly sure of the timetable post Operation First Strike. But I agree IAC probably was not armed with a Spartan weapons locker. Although I do wonder why Cairo wasn't, it was where they were giving Chief his new armor.

Because Bungie said so.....

The armor had just came up from Songnam that morning and Cairo Station wasnt built with Spartans in mind. My guess is that Spartan weapons lockers are filled to the brim with exspensive awsomeness and would only be installed if they were going to be used often, As with the Pillar of Autumn (thats what PoA means) whose original mission was to kidnap a prophet.
