You're not well versed in sci-fi.
There are 2 major types of time travel.
1 is the theory that you can go back and time and change the past, thereby affecting the future.
2 is the theory that you can go back into the past, but instead of changing the future you're essentially creating another realm in space-time.
I think most theories about MC fall in the 2nd.
So answering your question, they could have, but that doesn't affect their space-time dimension.
And also, who says the forerunner had to invent this? Basic sci-fi, or hell, science principles. When you use wormholes to travel, which yes, is theoretically real- essentially you "squeeze" space in order to travel between point a and b more rapidly, you could either create them or perhaps a portal into another dimension, not necessarily to a particular time. Scientists aren't really sure which it'd be, but for the purpose of sci-fi, you could say it'd be either or both.
-- I would say that controlled time travel usually goes with past affecting future, while wandering into a worm-hole typically is the spin-off dimension.
