I agree it is not Malcolm, considering he dies in Halo: Fall of Reach, but i belive he is a Spartan.
Sierra 117 is MC, Sierra 259 could just be someone else.

Ok lets point out flaws in your logic.
In the trailer this voice in question says " This is Sierra 259, you got Spartans on the ground sir, were not going anywhere".... So people are saying Malcolm dropped to the surface of Reach, died on impact, then stated his ID tag, NOT possible therefore its not Malcolm.

Who decided that Sierra = Spartan?? Exactly, Im sure people are familiar with the Military Phonetic Alphabet code :

Yes people, Sierra = S not spartan.
Sure Spartan start with s, but sierra in military talk is purely for ID and code purposes, S could cover everything from a Vehicles ID to an individual marines ID, its main purpose is so that they don't confuse the letter s with say e, because over radio transmission you get static interference making it hard to hear whats been said. So when they hear Sierra, they (being the people on the other end of the radio ) know they're are referring to the letter S.

And let me break down what i think is meant in that radio transmission:
"This is Sierra 259..."

marine stating his ID over the radio com

"... you got Spartans on the ground, sir"

Marine stating that the Spartans have landed (dropped) on the battlefield

"... we're not going anywhere."

Marine stating that his reinforcements (Spartans) have arrived and that they are ready to kick some covie ass.

The Spartans were probably dropped in as reinforcements to help protect a certain location which could be what they were referring to with the Winter Contingency..

" Winter Contingency has been declared, all units are mobilized and ready"

then its followed by another Sierra

" this is Sierra 320, prep'd for combat insertion"

Now that to me sounds like a Spartan but then I'm turned off by the fact that Master Chief never through out Halo 1,2 and 3 referred to himself as Sierra 117, it was always " This is Spartan 117..." only over radio was he referred to as Sierra but that was never direct to him that was always to either Miranda Keyes or Lord Hood, and then again at the end of Halo to when MC was on the Forerunner Ship with Truth and they had Exited Slip-space he said

" This is Spartan 117, can anybody read me?"

Lord Hood

" Master Chief? Mind telling me what your doing on that ship?'

Chief

"Sir! Finishing this Fight!"

So clearly they have no problem saying Spartan or Master Chief over the radio, so then why would they say they are Sierra when all they need to say is Spartan or Master Chief whatever.

And so that all means that Sierra 259, = the ID tag of S259 (whom ever it is)
it doesn't mean Spartan Class 2 0-59, that's too complicated

your comment doesn't make sense, when you think too much about something that you don't know you will ALWAYS get it all wrong... so please don't make very elaborated theories or they will be worng

while looking into these forums and te many threads concerning this "sierra 259" i looked into it and found a website called halowikia.com and discovered this

"Some children were conscripted into the Spartan program after the original IIs graduated. [2] They were planned originally to begin conscription and training in 2525 -right after the graduation of Class I- but were postponed. This was due to Dr. Halsey's wish to further research into the augmentation process in hopes of Class II graduating with a larger survival rate. Plausible, but highly unlikely.

The first [technically second] level of Halo 3 is Sierra 117, obviously meaning Spartan 117.

John - 117 is also referred to as Sierra 117 multiple times during the course of Halo 3.

Bungie decided Sierra = Spartan. In their games and books.

It has been pointed out in the past that Brigades in Halo are not large enough to have a Sierra Company. That means there would be no unit or vehicle, such as a Pelican, with the call sign Sierra 259.

It's still possible that our knowledge of canon is not complete enough to account for a Pelican, for instance, with the call sign Sierra 259 but from what we know so far it would seem unlikely.

Additionally, keep in mind that the idea that Sierra 259 means Malcolm 2-059 is a highly discredited theory. The only people who believe Sierra 259 is Malcolm are the people who don't believe there was a second class of Spartans after the class that John-117 was trained in. In fact, not many people believe that the '2' in 259 means 'Spartan 2'. This is a terrible theory.

Sierra means S, which is short for Spartan. that's why whenever keyes talks about master chief he says Sierra 117.

Sierra is a group. As the OP stated, in the alphabet.

Sierra-117 was referring to the group saving a single soldier. The master chief.

Sierra Corresponds to Spartan. That way on the radio they dont actually alert the enemies that Spartans are there

Of course it's not Malcolm and of course it's a Spartan. Stating the obvious about something and then being wrong about another. The change from 1st to 3rd person is because he's answering the call and then says 'we're", which refers to the group of Spartans he is with. How that isn't obvious is beyond me. What CyberFreak said pretty much threw out you theory anyway.

Just to clarify:

ILB and the Cortana Letters are not full canon. Bungie is working on wether or not they can embrace it as canon (Staten) and Frankie said that he thinks ILB will be embraced as canon (someday, at least) -- but until then, the only canonical parts from ILB and the CL are what bungie takes from them and puts into their officially produced material (games, novels, etc.). A good example of this is a few of Cortana's lines from H3 which they took from the Cortana Letters.

I think we have to remember though, that this is a teaser trailer and the information bungie has put in the trailer has been chosen very carefully to give away specific facts.

To anyone who has played the Halo 3 campaign hearing Sierra followed by a 3 number code will immediatly think spartan because of the significance placed on it in the game (even naming a level Sierra 117). So why would bungie choose to use Sierra 259 when they could have picked any of the other 25 letters of the alphabet? They must hae known everyone was going to think spartan.

Of course it may have been a deliberate attempt to trick us, but this I doubt. Take the teaser trailer for assasins creed II: in it we saw Leonardo da Vinci style drawings, and suprise suprise it has since been announced that da Vinci is a key character in the game. The whole point of a teaser trailer is to hint at what a game will be like, not to trick the audience or to make them crack some complex puzzle.

To bring up the first person/third person contradiction issue again, Sierra 259 might have been talking to a superior when he said "you've got Spartans on the ground", bringing up that his superior is responsible for the men that are down there. In the book The Fall of Reach, the ships were wanting to cut and run, leaving all ground forces to fend for themselves.

Honestly I think that Sierra means Spartan just because that, having read the books, a lot of the Spartans are referred to as sierra. But then again, the only reason to say it in code would be to make sure the covenet weren't able to understand that spartans have landed. But the next line: "You have Spartans on the ground" pretty much ruins any chance of the covenet not realizing that Spartans have arrived.
