Actually, it is. if you listened to the podcast this is no longer considered an expansion. Halo 3: ODST is now a full game (that means about 10-12 hours long). As Halo 3: ODST is considered to be a full game made by an 'A; title company, it is full price.
You may argue that as it doesn't have it's own multiplayer, but there are many games that cost $60 that never came with ANY multiplayer at all, even co-op (Force Unleashed?)
You may also argue that this game only took two years to complete, where as Halo 3 took three years, so obviously this one should be cheaper. Well compare this to the fact that COD 5 (also costing $60) only took a single year to make.
Finally you could argue that 'But Bungie said it was only going to be $30!!!!" Well, I hate to burst your suddenly empty pocketed bubble, but Bungie didn't say quite that. When the game was in it's early stages and was being treated as a 3 hour expansion, they expected it to price out at about $30, but were careful to say that this was an estimate, and that Microsoft sets the price, not Bungie. The now Game has become something more along the lines of 10 hour long, and had a multiplayer aspect added to it that didn't exist when they suggested the price may be lower.
So to wrap up, when pricing a game Microsoft (or any other gaming company for that matter) looks at the game for what is packaged inside. It doesn't matter if some of that content existed in some other game or not, it's packaged with this game, so it comes at a cost. also think if we were to do as some people suggest with the two different versions (one with Halo 3 MM and one with out) the one that came as only one disc would be priced at $60, and the one with MM would be priced much higher. Without the Halo 3 MM that you all seem to think is making this game $60, the game would still be $60 as it has enough content with just the campaign for them to warrant a full price title.
