I understand what you're saying. You think that it will be a small-scale human force (small-scaled compared to the UNSC or Covenant) that orders Dare to betray her comrades. It won't be a new enemy. The game will consist of the Covenant and maybe a touch of flood (Bungie might squeeze that in somewhere) and no rebels or anything. The campaign is just too short (being only a few hours) for new enemies to be introduced, and I only think that rebels were in Halo Wars so that Ensemble could have "neutral" enemies like in the Age of Empires series. Everything I've read about on whether she'll betray her squad or not says that she is part of ONI and they make her betray the squad. The only basis to this is the single quote in the E3 trailer (I think) where someone says to her "Orders are orders." I could see that fit in many different situations other than she'll betray her squad, so it is not a very firm basis to predict whether she'll betray or not. In fact, here are some other situations where it could be used:
1. She is sent on a suicide/very dangerous mission
2. She has to do a mission that risks the lives of others (whether it is squadmates or civilians, but not betraying them)
3. She doesn't get to participate in a specific mission
4. She has to do a mission alone.
5. Insert Idea Here
6. Dare has to trade in her Recon for a regular ODST helmet.
Just kidding about that last one.
