In the Halo timeline Sergeant Johnson is on Delta Halo with Master Chief during the events of Halo 2. ODST takes place during Halo 2, after Regret's flagship left New Mombasa. So it would be impossible for Johnson to be on Earth during this time!

He's only in Firefight which has nothing to do with the story.

Guess what. FIREFIGHT IS NOT PART OF CAMPAIGN.Ergo, one has creative liberties to do whatever they want. It doesn't follow the storyline, so Johnson being there doesn't have to make any more sense than up to 4 ODST's fighting infinite waves of Covenant.I mean, really? It's a video game after all.
I was never told Johnson was in Firefight only, I was told he was in ODST and that is all.
BUT JOHNSON IS IN FIREFIGHT ONLY, he have nothing to do with the ODST storyline, you will NOT meet Johnson during the mission, is that clear dude?

ODST takes place in the time beween the ending of Halo 2 and the begining of Halo 3...It's some of the battle...New Mombassa...
like i said in another thread Crying about firefight is like saying halo multiplayer doesn't make sense because there aren't 8 identical Spartans that respawn . . . its pointless firefight doesn't follow any storyline therefor who give a -blam!-.
