Well I'm saying it wouldn't be hard to find ammo. I mean eventually you will have to pick up a covie weapon until you do but there will never be a steady flow of ammo. It's now open world and i believe Bungie will expect you to survive on your own.
Well, you're not really ever expected to have to survive completely alone. I mean you have the SI helping you, why can't he point you in the way for ammo?

Yes the SI helps you with direction and a whole other bunch of stuff. Maybe he can, maybe he can't. The point of the matter I'm trying to get to is I don't believe ammo will be handed to you as you go through the game, which will in turn let you make wise choices on deciding what weapon you will take and what enemies to use that weapon on.
I see that, and all I'm saying is that I don't believe there will be just pre-set caches, rather a definite place.

Maybe both...
Everyone wins!

Back on topic, as long as I don't have to waste 5 or 10 minutes (or more) scrounging, I'm fine. I just thought a safehouse seems logical, provided we get some definite form of transport to get there and out, something Staten hinted at.

Possibly a building that houses the main server of the Superintendant? Yeah, it could work. I would rather have a safehouse than a "side-mission" where you have to get ammo.

As would I, and would many people I'm sure. It just makes more sense.

yeah im sure u will find random weapons around the city, maybe even the odd rocket launcher. *fingers crossed*

Well, I believe that the following are possible options.

-There are "safe houses" (most likely UNSC bunkers) where ammo is found, these will vary in size, structure, ect.
-Ammo will be found from dead UNSC Military
-The Superintendant will direct you to ammo when you activate an unknown options in your "PDA"
-The Superintendant will use New Mombassa's infrastructure to tranport ammo to you (via vehicles, hidden caches in the walls of the city, [ such as a panel comes up from a building to reveal a cache] and possible weapon drop pods launched from a central UNSC base inside the city)
-Ammo will located soley in crahed Pelicans/ drop ships (such as the ones destroyed by the Slipspace Rupture or the Scarab from Halo 2)
-Ammo will be located randomly thoughout the city.

RED BRICK STUDIOS!

I believe there will be a mixture of all the ideas suggested here to find ammo (mostly from dead guys, though)

Maybe you can find ammo at the destroyed space elevator, I mean it does transport supplies right?
