Every enemy provides a purpose in the way the game plays. Here's a quick run through of what they're supposed to do.
grunts are basically meant to give the user some target practice in the beginning of the game. They offer some laughs now and then based off of their combat dialog, but generally are only meant to be cannon fodder and fill the ranks for larger battles.
Jackals were meant to be similar to grunts, but cause the user to use more strategy while they were fighting. They would make you use more grenades and cover because they have a slightly better AI and more health.
Hunters are pretty obvious. They're just meant to kill you. They present one major weak area and they challenge the player to maneuver around the battlefield while avoiding the high damage of their weapons.
Elites were meant to be the main fighting force. They were excellent at that as well. They would duck and move out of the way during Halo CE and used cover reasonably well. IMO, the elites of Halo CE were the best AI at challenging the player to a fight.
Drones were introduced to just harass the player and cause confusion on the battlefield. I personally think that they're extremely annoying.
Brutes were originally supposed to emulate elites in their behavior but be much less refined and focus more on their strength rather than their cunning and skill.
Unfortunately, during halo 3, because of the story line, brutes were forced to pick up the role of the elites while hold their original role and its just too hard to make an enemy seem imposing because of their strength and their skill. So most people didn't like the way they turned out.
Hopefully, now that the story line should be able to accommodate the elites as well as the OCCASIONAL brute.
