Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:
“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

Ok, in Halo 2 there was a BR but no scoped pistol. In ODST there's a scoped pistol but no BR. Did I miss something? I understand that it's supposed to be stealthy and you're in a city for the BR so it's "close range," but there was a BR in the city in Halo 2. And then how come in Halo 2 the Chief of all people doesn't have a scoped pistol, but a regular ODST does?
Wait...a city for the BR wouldn't be "close range" at all...but the opposite in fact.
Well, it was Bungie decision to replace the BR with the Automag, and I guess it doesn't have to fit in with the story line of Halo 2, it's just for gameplay reasons.
Considering how the ODSTs were supposed to be dropped into the Coveanant capital ship, before it jumped, this was a high-priority stealth mission, calling for the use of silenced, scoped weapons. BR=/=silenced, don't know why Bungie wouldn't have made a silenced BR though! =D The halls of Covenant ships also call for CQB situations, and thus a scoped, silenced pistol may have been easier to weild than a BR.
BR is freakishly long., almost 4 feet. That doesn't work in constricted hallways of a ship.
