I personally think not. So many people are hooked onto these attainable items like they affect how the player is viewed some way... and the saddest thing is that the players who have Recon are viewed differently, whether it be positively or negatively.
I don't think that the people voting yes remember how hellish the forums were with Recon threads before Bungie announced how to unlock it, and how comparatively bad they still are even after the announcement. Even if they announced how to unlock it from the beginning of the game and began giving it out at the beginning of the game, I still believe the forums would be inundated with threads about it.
Bypassing the forums entirely, the Halo community is somewhat addicted to the idea of Recon. Whether it be so they can show it off, so they can feel like they did something worthy of Bungie's respect, or simply because it's rare and they want it, many players want it. I personally don't think that taking players on a quest to get an attainable armor in a video game is that fair.
