The Bungie Podcast that was released in August 2008, Brian mentioned Paul Russell designing a Forerunner multi-player map(starting about 55:50 in and ending about 57:45 in). Maybe, Citadel... It's Forerunner name set the idea off, and I bet it's like part of the Campaign for the Ark or the Covenant. Paul Russell said that he worked on the Ark's Cartographer room. That was reminiscent of Construct so maybe something in the Covenant.
Considering, yes the last segment of the Covenant is the Citadel, but that space isn't really designed for multiplayer, unless another bridge section was added. Enough with how it could be done, so that leaves the little section with the three towers on the Covenant.
I'll guess that since the achievement for that map is "Pull," the Shotgun would be a weapon that's at the center or at least not one for each side. The skull could be hidden somewhere in the rafter thingies in the corner after the first door. If it were to include the exterior areas of that encounter of the Campaign, then the Sniper could be placed on the ramp(Kind of like where the Thunderstorm skull was located).
