Firstly, your only thinking about 259. Fine his voice is so manly that your right it does sound like a spartan II. (The commander of Section III said that there were no more Spartan IIs.) Wat about 320? totally could be a 13 year old girl. (how old are they really? are u sure they are 12 or 13 during this?)
Secondly, you said it effects everyone differently. Couldnt he just be a lil bit weird with him low voice. My lil bro is 9 and his voice is lower than the devil.
Outliers are possible, but even 320 sounds like a matured female. Maybe not as old, but the same thing applies. In addition, S-III was a highly classified operation, hidden from even Dr. Halsey, whom was hugely involved with ONI Section Three. If she didn't know about them, I truly doubt that the Spartan-IIIs would actively be sent out to interact with other casual military personnel, letting their existence come to light.

I'm not saying they can't be Spartan-IIIs, but the evidence is stacked up against that theory. It is much more likely that they are Spartan-IIs, and in my opinion, they are original Spartan-IIs, from the same class as Master Chief and the others. If you want to read up on how their higher callsign numbers are explained, I made a pretty in-depth thread about it awhile ago, but it is very long.
Others, however, like to believe that the second class of Spartan-IIs picked up again some time between 2531 and 2552, which again, in my opinion, is incredibly unlikely given the information in the above-linked thread.
A basic summary is that we honestly don't know how many subjects Dr. Halsey and her technicians may have originally pulled into their roster prior to the genetic screening process. If a controlled, larger pool of subjects was originally chosen by some sort of criteria, then the conscription numbers assigned to the subjects would likely go beyond '150', rather than being limited to 1-150 like a lot of people seem to assume.
Bottom line here is that no one knows for sure who they are or what they are, but there is evidence to support particular theories over others.
