I havent really throught of a name for it so far but maybe you should come up with one...
Anyway on with the idea!

This gametype should be used only on big maps with lots of cover. Teams start of on opposite sides of the map. There is only 1 respawn per round, teams much kill everyone on hte opposing team to get a point, you do not get points every kill you ONLY get points when all the opposing members are dead then alot of exp is given to each player on the wining team, the defeated team will loose point and will go into negative points but do not loose exp,(If you know what a mean) some of you will thing this is harsh but it will eliminate the idea of letting your team do all the work and you just sit bakc and have a cup of tea. You get more points the players that are alive EG if only 1 player is alive at the end of the round only a little exp is earned and if hte whole team is still alive at the end of the round then alot more exp is rewarded to the winning team. It will have the same player settings at TD. ( EG speed, damage and gravity ect...) You will start of with AR's and a Magnum, there are 3 rounds.

I think I know what you're saying. You've been the subject of someone who has more than one account or jumps on a friend's account.

I think you would call this the "Anti-Boosting" system, except you mapped out two specific weapons that are not confirmed for the game because we know almost NOTHING about this yet. Please, take this to the matchmaking forum.

PS - This style of game play mixed with this experience system and areas with a lot of cover could create scenarios where people would constantly camp, not wanting to lose a chance at experience for the cost of winning. Expect long round times. This would anger me to no end: imagine sacrificing yourself so a teammate could grab a crucial item or gain some other advantage. You are then left to sit out and watch other people play.

A battleground is a constantly changing and evolving thing, so setting single round status would create priority lists for items (possibly power-ups, power weapons, etc.)... eventually creating a very stale system.

I prefer to continue with a battle and continue using teamwork and move around a map. Round-based games involving objectives have a point, because it involves more than the "last man standing" approach to winning. Any sucker can sneak around and be the LMS, especially in a high cover environment.

The EXP reward system should not be tampered with. Let us say that your 'gametype' comes true, do you see the problem with EXP boosting?

A party of let's say (The full roster) goes in to play, then one team let's the other team win, giving the winning team crazy amounts of EXP. It's called boosting, your 'gametype' would make this a lot more easier.
