the elites have pretty much been overthrown by the brutes because of heracy

No it doesn't make sense because this game takes place after halo 2 and before halo 3. At the end of H2, the elites and the UNSC helped each other kill Tarturus (Spelling) and stop hao from firing so they became allies

It does make sense, but, I would have prefered fighting Elites. It's not like they couldn't have come up for a reason for them to still be there.

ok look, if you watch the ODST trailor, it says 6 hours later after miranda keyes went throw the teleporter thingy. That would be about the time the master chief woke up to find the Graveming holding him. During that, the Covenant was in the middle of their civil war so the Elites were too preoccupied fighting the brutes. Truth had already put the new armor on the brutes which had shields and were not on Halo 2 which should tell you it is after Halo 2 or Truth had already put the new armor on some brutes and sent them down to search New Mombasa and the Elites had no idea because they were trying to stop Tartarus so they wouldn't die

No, because you must take slipspace travel into account. Halo 3 ODST takes place on the 20th of October. Halo 2 ends on November 3th. That is when Truth leaves High Charity aboard the Dreadnought.
