I think not. Halo 2 Vista proved that Bungie (or anyone else) cannot successfully port a 360 game to PC. There's just no way to reconcile the differences between console and PC gaming.
If H3PC was made exactly like H3 for Xbox, it'd be a very crappy, restrictive port, since console-style matchmaking doesn't mesh at all with PCs. If H3PC was made with a traditional server-browser style, it'd have a separate population from matchmaking and die a slow, painful death (like H2V).
Either way, it's just not possible or feasible to make a PC port of H3. Too many technical and networking obstacles, for very little return in terms of new players buying a game which has already been out on 360 for over 2 years.
