Assuming this game follows the story of the spartan II's, which it almost certainly will in my view, the emphasis will be on a small squad(s) tackling larger, but not necessarily superior, Covenant forces. Therefore, if similar to Halo 3, in more linear combat, should Bungie factor in a report system whereby if a player 'goes loud' and blasts with a rocket launcher instead of using cunning with a carefully planned assination spree, Covenant forces could call for a phantom or two of far more heavily equipped enemies. Obviously, only if players are detected in time.

This effect could offer a greater range of options, and further expand Bungie's carefully crafted scenarioes which encourage improvisation. It would also have the effect of appealing to more gamers; both the one man armies seeking mass carnage and explosions, and the players seeking a greater challenge regarding planning.

I propose that a reporting unit be marked with a waypoint, and there be a time within which the unit can be killed, preventing a successful report, similar to Mercenaries 2 or Prototype . This could increase pressure when the Blam! hits the fan, and make it more fun when, to prevent a shipful of chieftains or balck elites, a player goes on a kamikaze run with a shottie to save his team.

Admittedly, there could be a problem with braindead AI spamming grenades to no detrimental effect against enemies, alerting them, but this is just an idea and I'm sure Bungie could build a mighty swath of code to reign in those idiotic marines.

It's a good idea, assuming that Bungie can make the AI of your allies better so they're not getting the Covenant to call in for reinforcements every second.

Early in Halo 2's development, it was speculated that Phantoms would keep making trips with soldiers until the player destroyed it.

It's a very impressive idea I think Bungie failed to utilize in the game.

But your idea of these soldiers calling in another drop-ship is another example of a realistic and fun campaign feature.
