Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:
“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

think about it: what would any human knife do against a covenant energy shield? or a jackal shield? or a hunter? or a flying drone? any vehicle? would a knife do any damage to a berserking brute that can take full clips off any weapon (unless its to the head)?
the only use for a knife would be grunts or sniper jackals (who are usually out of melee reach anyways) not much use for it to be in the halo universe
A knife would be better than the butt of a gun.
Edit: For Halo Wars,
Look at any of the cinematics. No Elite has shields in that game. There is no shield flare, there is no energy field when they get hit, nothing.
Hell, one even gets shotgunned in the stomach from 20 feet away and dies instantly.
Edit: The books aren't more realistic than the game. They are more dramatic. What is more dramatic, something that dies reasonably fast to bullets, or something that seems to be invulnerable to your fire? The author ignores weapon rules when it suits him as well.
At one stage in the first book, (which was before Halo 1) he said that the turret on the warthog couldn't hit a banshee because the banshee dodged the bullets(!) but a rocket hit it square on(!!!). Seeking rockets are from Halo 2, and the MG can down banshees in any Halo game. He also says how the needler punctured a jetpack a spartan was wearing, when the needler specifically says in it's description that it bounces off of hard surfaces.
