Found this from Bungiepedia. It was posted here during the 'Keep It Clean' craze I think. Irrelevant lines have been removed (i.e. STATIC, EXPLOSION, etc.)

I'm assuming DARE.V.500341 is the Dare that everyone is speculating about.

Logs show that Dare is a captain and that she ordered a squad. She also states that the squad now no longer takes orders from Fleet.

The admiral also seems to not care about the ground units, so support for our ODSTs is unlikely.

Dare's flashbacks may be her saving the admiral to get the squad she ordered.

Also, it shows Dare as S1. This refer to Spartan 1? (I haven't read up on much so feel free to correct me on things. Finding this made me feel like a little boy in a candy shop)

Update 1: S1 being called Section 1 of ONI. Information about Section 1:

"Section OneThe main intelligence-gathering section, and the foremost provider of electronic intelligence for the UNSC. Covenant ship movements and force deployment, evacuation notices for colonies, deletion of data for secrecy purposes, and much more are all done by Section 1."

Update 2

Originally, S1 was thought to possibly refer to SPARTAN-I, a program that predated the Human-Covenant War, but she was confirmed by Joseph Staten not to be a Spartan.[3]
A probable theory is that "S-1" actually refers to ONI, as Section One is the main intelligence gathering section of ONI and she is an ONI officer.
In the modern United States Military, the S1 Officer plays the role of a personnel and administrations officer.
Special Forces Squads, which "Dare" is supposedly commanding, is comprised of around 14 men commanded by a Captain. However, this could have changed within the 500 years between the modern day US Marine Special Operations units and their future UNSC counterparts.

Also, Dare has already recieved the squad she requested. Thats kind of how the ODSTs mission suddenly was changed, from assaulting Regrets carrier to.. Well that I dont know, what ever Dare wants I suppose (?)..

I'd say that S1 means ONI Section 1.
Spartans are numbered with Roman numerals as opposed to actual numbers; hence S-II and S-III in the novels.

EDIT: That doesn't necessarily rule out Dare being a part of both demographics. All we know about S-Is is that they were reassigned to other special operations units after the project was deemed too costly and inefficient to run. What's to say a few of them didn't start working for ONI?

Well Dare seems to be really eager to visit the ONI building. So, whatever is inside must be of a have a significant value. It could be anything really, but I think it has to do with the portal. For all I know the ONI already know about it. The Halo 3 viral site " The Cradle of Life" might be an indication of it, did the ONI find those cave paintings?
Or it could be something completely differant, I dont know.

Even if they found them I wonder if they could understand them. Perhaps Truth finds the paintings will searching in Africa post Halo 2 pre Halo 3? Either way, I agree that ONI must have some sort of secret inside.

For some reason I think Dare wanted to go to the space elevator. Just an instinct I have. It's probably wrong. More likely is that ONI has a giant secret which will be the climax of the story.

DARE is an ONI spook who gathers intelligence. In the first cutscene BUCK tells everyone she's in command. Now if you listen closely when BUCK is talking to her he says, "They're not going to like what they hear," and DARE responds, "Orders are orders!" My guess is that she was assigned by ONI to capture Regret (since that being the Spartans objective before Reach fell and it was ONI that authorized them to capture a Prophet). Thats why BUCK says that they (his team) are not going to like what they hear (preform a suicide mission and capture Regret). /Disscusion

I don't claim to have seen all of the videos.

Anyways, the first part of your post could possibly uphold a theory that she requested the ODST squad from the Admiral and we're hearing that from Buck. Secondly, tell me how they're going to capture Regret by dropping into the city. It can't be from a flashback either, because then how did they end up into the city after being on a cruiser? (Unless Regret was somehow in the city?)

Thing is, when people do "/discussion" it usually doesn't end it.

@ mtaylor808. You might be right. But how do you explain why some of the drom pods were set on a different direction?
An ODST: "We are way of course"
Dare: "We are heading exacly where I need to be"

@ Imbosol. Yeah, the whole "/discussion" thing is pretty useless. Back on track, you might be on to something, Regret might actually be somewere in the city. But then when Chief blew up the scarab he fled. But I still think there is more to it.

Actually, capturing Regret was their initial mission. DARE then had them all reassigned and sent on a secret mission to ONI Alpha Site.
