The Brutes ,in all games, have never been perfect. I didn't really like the whole power armor thing. It felt like we were fighting wannabe Elites. I want to fight Elites or something completely different not something trying to be an Elite. In Halo 2 they were a decent enemy that was unique. The only problem was that their AI wasn't perfect, probably because of Microsoft's deadline. If we see the Brutes again I think the Brutes should be a perfected version of Halo 2's Brute.
The Halo 2 Brutes were close to how they were described in the books. The way they berserkered made them a terrifying enemy on Legendary.
They wouldn't wear armor, like in Halo 2. They would have helmets to protect headshots and would have lots of health. Their melee would be very dangerous and you would want to stay away from them.
They should always fight in packs like Halo 3. For the sake of not making the game impossible no more than two Brutes in the pack would berserk at a time.
The Brutes would rarely appear. They would be used as Spec Ops, given special jobs to complete. When they do appear they would appear on their own in packs. They would be the only enemy until their objective is stopped by you.
They would be led by a Chieftain.
Brute ranks
Minor:
weapons - Brute Plasma Rifle, Spiker, Mauler
armor - weak helmet, only able to take a few shots
Captain:
weapons - Brute Shot
armor - stronger helmet
Ultra:
weapons - Brute Shot, Gravity Hammer(small)
armor - ceremonial helmet, stronger than captain's helmet
Chieftains:
weapons - Gravity Hammer
armor - overshield like Tartarus's only not so strong, ceremonial helmet as strong as the ultra's helmet
