In Halo CE, we could be Spartans of various colors but the same armor.
In the Custom Edition, you could be whatever you wanted.
In Halo 2 we were given the Elite player model. We could change our species between Spartan and Elites, and customize our emblems and colors even more.
In Halo 3, we were given the option to change our armor into multiple permutations, and again, customizable emblems and colors.
In Halo 3: ODST, we play as ODSTs, but even there we get customization.
In Halo: Reach, i want:

More Armor Permutations.
More Colors.
Many more Emblems.
I want to be able to change my leg armor, my wristguards, everything about my character.
What do YOU want?

I also want an equal number of permutations, or one number off, for Spartans and Elites.

You said most of it. No Brute models (just stick with Spartan and Elite). I'd like to have a damage and grime setting you can turn on. During a match, you receive damage and grime (leaves, dirt, snow, etc.) on your armour. Also, a more detailed paint setting. I want to be able to customize all of my armour not just chose three colours.

While a Brute Player model would be fun and also great for Machinima, it would ruin the Brute just as Halo 3 ruined the Elite.

This. Brutes will fit into the Halo gameplay nicely with a couple minor tweaks, and they already have some decent permutations. I have all the details thought out in my head.

Hey, maybe we could use black too. Not just dark grey. I think a new emblem and customization system would be nice. Also, if armor affected game-play it'd be cool. More of everything really.

I was thinking weapon attachments would be a great addition to Halo. You would press right on the d-pad to add the attachment and again to take it away. The B.R. would be single shot, semi automatic, have pretty good power, and have quick rate of fire. And its attachment would make it 3 shot burst, give it the scope, and increase its range. For the A.R. maybe its attachment would give it a grenade launcher, and they would still bounce.

More armor perms sound great! The only issue i have is that they might be somewhat repetitive, i.e. having to pick from 15 types of nearly-identical wristguards. And also think of the person who has to think of all this, put it in the game, and make it work? But after all, it IS Bungie, so I wouldn't expect any less then near-perfection.

Random Idea here: Use a painting system like Forza Motorsport? (Bare with me here) You could really personalise your character by applying different layers of shapes, and paint anywhere reasonable.

That might be a bit deep for the masses, I think. Bungie might loose all but its most loyal fans.

Which nowadays might not be a bad idea. I could do without playing whiny seven year-olds.
