What the hell does that mean. The Arbiter in Halo 2 and 3 was not the Arbiter until he was convicted of heresy by the High Council after the destruction of Installation 04.

WRONG, theres always arbiters there just different elites.

An Arbiter is an Elite who has disgraced the covenant, strucken of his duties and does the Prophets dirty work. He will enevitably die, but his death will mean nothing, atleast he will be able to achieve some good.

There was a different Arbiter in Halo Wars which is before the Halo trilogy.

Armor Lock isn't overpowered. You just suck at Reach :)

Dude, you're an idiot. From the time leading up to the events of Halo 2, he was only an elite commander of a covenant assult team that came across the first Halo. (while, of course, assulting the Pillar of Autumn)

Once the events of Halo 2 unfolded, he was stripped of his rank, and was almost put to execution, but the prophets decided to spare him, and make him that era's Arbiter.

He may show up as his old 'commander' self in this game, but not as he is as the Arbiter.

If there is an Arbiter though, it's not the one from the current Halo games. It will most likely be the Arbiter of the time before the finding of the first halo.

As far as I know he was at Reach at the time and then chased the Pillar of Autumn after the battle. As for the Arbiter before him, the covenent might have had him at the battle.

In Halo Wars there was an elite named Ripa 'Moramee. He was promoted (or demoted depending on how you look at it) because of his attempted coup his Clan Leader on Decided Heart (a Sangheili occupied world). He was killed on a Shield Word by John Forge.

Thel 'Vadam was voted as Kaidon (clan ruler). He was promoted to Fleet Commander as recompense for stopping an assassination attempt on Truth.
He was sent to Reach, and his fleet (The Fleet of Particular Justice) destroyed most of the UNSC warships. When the Pillar of Autumn was about to jump to Slipspace, he ordered all ships under his command to go through the portal as well.
After the events of Halo CE, he was promoted (or demoted) to the rank of The Arbiter, events of Halo 2, events of Halo 3.
During 21 years there was no Arbiter.

Since there were one or more Arbiters between the one we all know and love from Halo 2 and 3, and the one in Halo Wars, we can be quite sure there was one at Reach. That doesn't mean we're going to actually see him, though.

you think I don't know all that??? I beated Halo 2 in Legendary 30 times, is not that I am a good player I just play it a lot, but this topic is not about that so is stupid to start talking about his story, we know that elite as the Arbiter.
