NO ONE IS ONE REACH THATS WHY THEY THOUGHT NO ONE WOULD FIND THEM.THE COVENANT GLASSED IT,THERE MIGHT BE SURVIVORS THOUGH.Cortana dropped a beacon that would show up on a radar scan. The UNSC wouldn't need to be on or even near the planet to find them.
The fact that you say nobody is on Reach but that there might be survivors is contradictory. But to be clear, there are no survivors on Reach. It' uninhabitable to anything, including plants, so there wouldn't be any air.
Incorrect: The Covenant glassed only 90% of the planet. The remaining 10% could still support life
To clarify, it is in fact unknown exactly what became of Reach after the surviving Spartans escorted the survivors of Reach and Halo off of the planet in First Strike. However considering that the glassing of a planet can cause the atmosphere to fall apart, it is not safe to assume that the remaining surface area of the planet (whatever percentage it may be) could support human life.
While possible there are too many unknowns. The problem with the idea that MC is on Reach is that the planet in the Reach trailer, and the way the planet is described in the novels, looks nothing like what we see in the ending of Halo3. The assumption that that planet is Reach is pure wishful thinking IMO, there is nothing to support it.
