if i remember correctly bungie had the books made and the first one came out like a month before the first game so they were both made around the same time give me sec to check it out though im not positive about that
You are correct. TFoR released about a month before Combat Evolved did... but as we all know, Halo was in development for quite a long time before that, and saw many, many changes along the way.
Anyway, on the subject of the in-depth discussion of novels:
Thing is... while other franchises might not stay directly true to their novels or other pieces of content, Bungie has always tied the games and the novels together as best as they can... sometimes in the most incredibly detailed and microscopically intricate ways that took years for people to even take notice of (example: Opog's "Johnson is a Spartan-" Theory, which was created long before Johnson was confirmed to be a Spartan by the HGN and Contact Harvest).
In the end, Bungie can exercise their right to take the game in a different direction than the novels, but we've always used the novels for the finer details of the Halo universe because the games don't usually deal with them (except for in subtle places like the Terminals).
If you don't want to see all of the novel talk, then this probably isn't the forum for you right now since we really have no information on the game. But in hindsight, novel discussion makes sense here... because Reach's story began in the very first piece of Halo content ever released... the first book, and is a completely untapped resource of Halo storytelling material.
In either case, the novels are a reliable source of information from which we are able to base a lot of our well-accepted theories and ideas.
