This is just speculation. I do not know the real reasons why Elites are possibly not in Halo 3: ODST.

A possible reason why Elites aren't in New Mombasa is simple: When the Prophet's ship entered slipspacie, it caused a rupture. The city is ravaged, and there is no sign of any life (besides plants). A force powerful enough to destroy a city would obviously kill anything smaller than those buildings; this inlcludes Elites. The rest of the Elites probably went with the Prophet to whehever he went. The Prophet then orders Brutes down to New Mombasa to scavenge the area since they are expendable.

I'm sorry if someone has thought of this before me. If I stole your idea, post your thread, and I will give credit to you.

It never has been mentioned why the Covenant were so fast to get back to Earth after Regret jumped away (only an hour). Also, there isn't a reason yet why the Prophets sent all of the races, without Elites to New Mombasa (they still had a couple days before being betrayed by the Prophets and Brutes!)

Here is My theory for both Questionable happenings. I think that the Covenant (no Elites) where sent to New Mombasa to kill The Prophet of Regret (Brutes don't question orders), since the prophets had already concluded that killing Regret would shake up the Covenant and make "great time" for a civil war. Also, they might have had no Elites with them because they were sent to kill any remaining Elites in the city, or it's premises (Tsavo Highway, Voi, etc.) so that they could'nt regroup and tell the other Elites about what had gone on; a secret assassination mission.

But, that would be still a bit strange, since even though the Elites still could have fesibly gone to New Mombasa to claim the area, they would be doing a lot of questioning to the Prophets' intent. I think though, another reason they would'nt have the Elites go to Earth while High Charity is at Delta Halo/ Alpha Halo's Destruction site, is because the Prophets would want a large, er, concentration of them to be all in one place so they would'nt have to scour across the Galaxy huntin' them.

Thank you, GuiltySpark569 for giving this idea. It is plausible, but we must wait until ODST comes out... :(

Well if you're trying to make it work within the Halo universe, then this could be right. However, my guess as to why Bungie is using Brutes is because this game is more about guerilla warfare than charging into battle as an invinsible ownagemobile, and this works better with Brutes.

During the events of Halo 2 and ODST, the Brutes were on their rise to power and the Elites were the Honored Guards of the Prophets.

The Prophet of Truth was already trying to make Brutes in charge so he probably wanted the brutes in New Mombasa, the Prophet of Regret being assassinated was just an excuse to blame the Elites (For those who dont know, Truth called off Phantoms to help Regret)

Well, this is what I said in a thread quite a while ago:

I'm glad to see a lot of people agreeing with me :D. Yeah, I was reading in the Halo wikipedia that the Prophet went to Delta Halo (as that is the next mission with Master Chief in it).

In my opinion this is the reason:

Before Regret even came to New Mombasa it has already been decided that the Elites are catching onto the prophets lies, the Brutes have already been chosen to take their place. However the act its self doesn't help till a few days after Regret attacks/flees Mombasa (Sorry don't know exact dates.).

So the prophets obviously don't want the Elites to get too comfortable on Earth, so when Regret flees he takes the Elites with him taking them far away from the ark so they will not interfere later on. Instead they leave the Brutes (their newly chosen protectors) behind knowing that they will do only as they are told. Its also gives them a foothold on earth that will not give them resistance, had they left the Elites Truth would have had to deal with their defiance.

Is it possible that the brutes were sent because the prophets were trying to build a relationship between the brutes and other covenant races before starting the civil war against the elites? hoping it would result in a quick quiet end to the elite race by showing that the brutes can replace the elites on the front lines of war.

(I have not played halo 3 yet, but do some things about it, via halopedia)

My oppinion for the reason for expelling for the sangheili, is that it would take a lot of time and effort.

From what I can understand, the elite AI was poorly incorperated in halo 3, givin that the brutes were their target for working, and elites were secondary, hence no high ranking elites appeared in halo 3, not even the elite councilor render, which they showed on beta videos.

As for lore, it makes no sense, considering that the prophet Mercy supported the traditional covenant, considering that no brutes EVER appear around Mercies vanguard, not on earth, or on delta halo.

And another thing, even with the slip space blast, if there were any covenant left behind, their would at least be some sangheili left behind, whether in the rubble, or in the old phantoms still heading to earth.

But, because bungie did not work very hard on the Sangeili, Brutes FTW I guess.

(BTW what I mostly said is an oppinion, I could be wrong, anyway, I hope they introduce the old brutes along with the new)

Bungie (or the Forum Mods) has stated before that there would be no new Halo 3: ODST forum because it was part of Halo 3. Looky now, we have a Halo 3: ODST forum. They said that Halo 3 was the last Halo game they would make. We have Halo 3: ODST and Halo: Reach.

They said there wouldn't be an ODST forum back when the game was announced. I guess they noticed there was enough conversation about it to warrant one closer to release. Second, they never said Halo 3 was there last Halo game. they said ODST was their last effort in extending the Halo 3 experience. (Technically being an expansion to Halo 3 makes it part of that game anyway) People love to read more into their comments than need be. And last of all, Bungie knows this story far better than you or anyone else does. If they give insight as to why something is how it is, I take their word on it. It's their game universe.

Oh and just because I think your wasting your time doesn't mean I'm being an ass. Making theories when there is an official word doesn't make sense to me. if it does to you then have your fun. I was just pointing out that we have an explanation from the creators of the Halo universe. That is all.

And I'm just saying that Bungie has lied several times previously so it's hard to trust them when they state crap via Interwebz. If I remember correctly, Bungie did state that Halo 3 was their last Halo game, though that might not be correct. I might look through the updates tomorrow because I don't feel like doing that at 1:00 am. Why not create theories if Bungie won't come out blatantly saying that they aren't lying. It's hard to regain trust in a company if they lie about their own products.
