Seems to me you're seeing something that's totally invisible to my eyes.
Just because the spartan on the left may be the tallest of them doesn't instantly make the rest to small to be spartans themselves. Spartans differentiate in height, the only person who thinks otherwise is Ackerson. Ackerson right? I've read the books, just not in a long while.
But from what i've remembered Ackerson hated the Spartans, so one can assume he wouldn't care enough to have a closer look at them. By contrast Dr Hasely...Hasly....halsey...damn her name escapes me! Anyway the good doctor was able to tell one spartan from another even when they were in their armour, then again she was there every step off the way through their training and augmentation.
Hmmm, but it's still been mentioned many times before they differ in height an build, in Reach(the book) it wrote that Kelly had a "slim" frame, argh but then again she was fourteen at that time....but all sources agree that Sam was noticebly bigger than all of them, so that should indicate size differences right?
I also don't think the Spartan to the left is hugely taller than the rest. He only looks that way initially because of his shoulder pads and hlemet. If you compare him to the centre figure, he's only a few inches taller.
The last figure on the right is crouching, and by the looks of it is also about the same size as the central figure if he/she just stood up and the two figures to the immediate left and right of the central figure may be in the backround.
The figure to the right of the centre appears to be walking forwards. Figure on the left is...woah, okay. Her arm is infront of the bulky spartan to the far left, well that confuses things for me.... So if the bulky is in the backround, that means he'd beeee....a foot taller than the central figure? But remeber, spartans do vary in height.
