Creative is my strong point. It would be cool if Halo Reach got a few RPG elements such as open world gameplay and an inventory menu. This way, you could have a limit on grenades still, but have your own grenades for example instead of 2 of each, you could mix it up a little, having 2 plasma grenades, 3 frag granes 1 flame grenade and 2 spike grenades. It would also be cool if you could get upgrades for your weapons and armor at the Reach armory. Since the entire planet was glassed, so would the armory, so Bungie wouldn't need to worry about it ever being mentioned before.
Also mixing up animations, different animations each time for a certain event such as vehicle boarding. This will make boarding and other actions much more interesting. Also include animations for pressing switches and other actions you never actually saw your character doing in the previous Halo games. I want a human character, not some stiff robot-like human.
More ambient sounds, less soundtrack. No offense to Marty, he does a great job in composing the soundtracks, but it was all soundtrack in Halo 3, never giving me any moments of silence, time to walk alone, in the woods, hearing the birds calling, the trees sway in the breeze, and distant enemy activity. This has an incredible effect on the immersion, so it's definitely Bungie should consider doing. Of course include soundtrack for cinematics and stuff, but don't over-do it.
Another change would be putting gears on the human vehicles such as the Mongoose and Warthog. It's always been three speeds in Halo, reverse, stop and forward. I'd like to see my character changing gear as he's driving, and watching the vehicle pick up speed. Also add some effects into the game for when you get to a certain speed.
Weapon discharge types is something we also need to see. Wouldn't it be great to fire bursts from your Assault Rifle, or single shots from your Battle Rifle? It would completely change the game and take it to a whole new level.
Multiplayer bots are also something that's needed. Whenever I'm in a custom game, I can never get the right amount of players, there's always one short. I'm not exactly a big fan of inviting random people, so I just wait until someone comes online, which hardly ever happens. If I had bots, this wouldn't be a problem, I could just simply add a bot to the team who is one guy short.
Implementing stealth elements is something I've always wanted since I first played the sleeping Grunts part of Assault on the Control Room on the first Halo. Distracting enemies, leading them into traps, diverting their squads so you can easily pick them off. From setting off car alarms to attract enemies attention to quiet knife kills.
Select your own zoom level using the d-pad. I always get tired of 2x being too far away and 10x being too close. Can't Bungie put in the ability to change to 3x, 4x, 5x and so on? It would make things more interesting, plus there would be more unique styles of sniping.
Different missions for campaign! With Halo 3 it was always the same thing, shoot this squad, get here, shoot these guys, get here, etc, etc. Why can't they be a little more imaginative with missions, such as being on the back of the Pelican, defending it against Covenant air attacks. Or maybe the same thing but on a Warthog. Even better, an assassination mission where you are ordered to infiltrate enemy territory and take out a leader by stealth, then get out.
I'll add some more ideas when I think of them, but I really hope Reach changes a lot. With Halo 3 I felt like it wasn't 3, but 2.5, because there was hardly any change in gameplay, which is the main grade A disappointment.
