New ideas:
Melee combos are needed, just like they were seen in the Halo 2 E3 demo. What the heck happened to them? They looked like an awesome addition, and I was expecting to see them in Halo 3, at least, but they were absent once more. Adding these would definitely make melee more interesting, especially if it was also done with Energy Swords and Gravity Hammers.
Putting away dual wielded weapons is also something I noticed in the Halo 2 E3 demo, but were cut from the final game, and again never made it into Halo 3 either. It's something that's needed, if you was in a combat zone, and you was dual wielding, but you had a rifle on your back, and there were enemies in the distance which you couldn't reach with your two weapons, would you holster them both or drop the other one for no reason at all? It's common sense.
Different characters, and different gameplay changes while playing them. Nothing major, just something like what Bungie did in Halo 2 with Master Chief and the Arbiter. Master Chief had a flash light, while The Arbiter had active camouflage. Since there's a group of Spartans in the banner I'm guessing you'll be taking the role of different characters in the campaign. An example of my idea would be the books, Linda was the best at sniping, while Kelly was the fastest Spartan. Something similar could be done for these Spartans.
Support features, such as calling in air support, or maybe for reinforcements. Sometimes, you'll get into a situation where you are low on ammo, and there's just too many Covenant to take on by yourself. So, why not give us the option to call in some air support, get some Shortswords to carpet bomb the area, or get some marines to come in by Pelican, along with some more ammo. And if the area was too hot for a Pelican to come in, why not let them come in by other means, such as a Warthog? It would also be cool if the enemy could do the exact same thing to us.
Better AI, and when I say that, I don't mean give them some more animations and stuff, I mean stuff like making them better at driving, or better yet, make it so you can control where they go using the left stick. That way, you won't get some idiot driving you off a cliff while you're on the gunner's seat. Adding a simple command feature wouldn't hurt either. Using the d-pad to tell your marines to stay back, or go charging in. It would also solve a few problems that have occurred in the previous Halo games.
