It depends. Some Ninjas, such as Stosh, are also contractors, who occasionally pitch in to something other than moderating.

The Forum Ninja said in a weekly update or something like that, that ODST ALWAYS drop into combat in a pod. But if you remember in Halo 3 on "The Ark" at the very begining of the level you come in on a pelican. With 2 ODST and 2 other ODST on the other pelican.

simple: those ones were dropped, then got pulled out, made a pit stop for chief, then continued.
amd i am so happy i finally found drop pods in Halo 3.
