Well, the Halo 1 pistol has the same function as the battle rifle in Halos 2 and 3, so I don't see a huge problem. Then again, the ODST pistol has the speed of the Halo 2 pistol, but the power of the Halo 1 pistol. That could lead to some balance issues. I mean, in H3, the balance of the battle rifle is that it has range, but fires slowly, and therefore could be overpowered by another weapon in close quarters combat, or if you are rushed by a number of foes. But if the ODST pistol fires as quickly as the H2 pistol, has a scope, and is still powerful, than it would essentially beat most weapons at a distance AND up close. That's the thing about Halo, each weapon should have a distinct function, and when you give a weapon long range capabilities, but unlike the Halo 1 pistol, give the weapon speed for close quarters combat, the balance is somewhat lost.
In short, I disagree with you that the scope is bad, but I would agree that the gun seems rather imbalanced, just not for the same reasons that you think the same.
