I view the Pelican like this:
The Pelican spawns at the beginning of the game, and then every two and a half minutes afterwards. Only on large maps, as you said, and maybe not even on every large map.
It should be armed with the Turret at the back, but a very weak chin gun, most likely how the Hornet's guns are on Avalanche. The purpose for the weak chin gun is that the Pelican should be a transportation method first, a weapon second. You could stil splatter with it and give covering fire, but you couldn't just hop in it and wreak havoc on the map.
It should hold the Pilot, and the pilot operates the chin gun. In the back it can hold six six team mates in the seates and one on the turret. As for a vehicle, I'm not sure how that would work very well. Having a system to be able to pick up a vehicle would take a huge amount of precision, and probably just wouldn't work. Therefore I say no vehicle.
It and it's passengers can be damaged by:
Turret fire. Takes forty seconds of full on fire from a groun based turret to kill it.
Laser fire. Takes three to four laser shots, depending where they hit.
Rockets. Three to five rockets, depending where they hit.
Tank. Two to three tank shots.
All passengers and pilot can bail out at any time. Except when critically damaged, the pilot has an instant where they can bail out. If they can't get out within that frame of time the cockpit fuses and they are stuck to go down in a blaze of glory. Passengers can hop out to get clear of the blast radius. When critically damaged it spirals to the ground and the pilot can try to choose where to crash. Players underneath the Pelican when it crashes will be killed, any nearby the explosion will be damaged.
A Pelican can be used a variety of ways like this. Troop transportation, covering fire, splattering, and kamikaze runs.
