I really don't see it working. (Yes, this is speaking from experience from Halo: Custom Edition. I'm going to be "that guy" for this post.)
My problem with pelicans isn't so much about game balance or damage mechanics, I'm sure if Bungie actually decided to put dropships in the game, they could figure out a way to make it fair, balanced, and fun. My problem is with player performance and behavior.
In Halo: CE, the pelicans and Phantoms don't look astounding, but they are functional and whomever wrote the mechanics for them did a good job; they're easy to fly and use. The problem, dear people, is how people use them. The problem is that EVERYONE wants to fly them and coordinate big team actions, but few have the capacity to do so.
All too often I've seen people teamkill so they can be the pilot or the gunner. I've seen players jump into the pilot seat and just take off without any team members in the back seats, just operating them like big, less-maneuverable banshees. VERY often, a dropship will get shot down and a bunch of team members die at once, causing the team members to start blaming the pilot for "wasting a life" and causing flame-fests, mass quitting, and just less fun.
For these reasons, I hope dropships are kept as AI vehicles.
