Let me just break down the differences between Halo 3 and Halo 3: ODST first. Just to make everything clear. I will be adding my own prices for further clarification.
Halo 3:
Campaign ($30)
Multiplayer, which includes Matchmaking, Custom Games, Forge and Theater ($30)
Original maps that shipped with game.
Content price: $60
Price: $60
Halo 3: ODST
Campaign ($20-25, Bungie stated it was shorter that Halo 3's. However, from what we've seen, it seems the game has been extended from being just a add on, in terms of campaign)
Firefight ($10-20, from what we have seen, there will be a large amount of replayability in Firefight, due to what I'm assuming to be multiple maps to play on. However, it is unknown whether there is a matchmaking component in firefight, thereby reducing it's replayability,)
Halo 3's Multiplayer, which included Matchmaking, Custom Games, Forge and Theater. ($30)

All map packs(Heroic, Legendary, Mythic, and new map pack). ($40)
Content Price: $100-115
Price: $60
Now think about this. For new users to Halo, $60 is a great deal. They are receiving the award winning Halo 3 multiplayer, along with a campaign and co-op to replace the Halo 3 campaign.
Also, these users will be receiving the Halo 3 maps from the Heroic, Legendary and Mythic map packs, which have each cost fans 800 Microsoft points each(approx $10 each). A $40 dollar value. Throw in Firefight, and it seems that new users are getting quite the bargain.
However, this is not the same for fans of Halo 3
Suggested price for ODST for fans: $100-115
Now, many of us already own Halo 3. Im gonna assume that more than 50% of people who buy ODST will have already played Halo 3. It just seems logical that fans of Halo 3 will be eager to buy a game that enhances the Halo storyline, while having many similar mechanics to Halo 3. So lets knock off the $30 for Halo 3's multiplayer.
Suggested price for ODST for fans: $70-85
Now, I cannot assume any percentages for the map packs, because I do know a large amount of people who do not own the map packs. But there is still a large percentage of the Halo community that owns all of the map packs. There really is no reason for us to be receiving the map packs for a second time, is there? So again, the fans are getting battered with frivolous spending. So let's remove the map packs, except, or course, the new one. -$30
Suggested price for ODST for fans: $40-$55
Actual Price: $60
So there it is. Essentially, fans of the Halo series are paying for a New Campaign, Firefight, and A New Map Pack. Conserviatvely, fans are paying an extra $20 dollars for unneeded extras. Even at the largest estimates, $5 overcharge isn't a big deal, but it's unneeded for loyal fans of the series.
The same fans, Bungie, that have payed for the map packs you so kindly presented to us. The same fans, who have already bought Halo 3, shelling out $60 for your game. The same fans who are paying extra money for things they don't need, just so they can experience more of the Halo storyline, more of the Halo's gameplay, more of Halo's fun.

I suggest that Bungie creates a fan version of Halo 3: ODST. Scratch the Halo 3 multiplayer and old map packs, and cut the price for us. We fans have been paying for everything you guys have been throwing to us. Granted, it has given us access to the maps early than others, but now we MUST pay for the maps to get ODST.
Please Bungie, don't make us pay twice for something we have already.
