Bungie doesn't have the time or resources to create a sophisticate AI that can live up the Elite name in Halo 3.
It's not the same as adding Johnson, the Johnson model is just a new skin, this is an entirely new AI were talking about. Halo 3: ODST runs off the Halo 3 engine, so the AI for all the other enemies already exist, however a new one would have to be specifically created for Elites. It's not as easy as exporting the AI from the previous games, as the AI has to be tailored towards ODST's gameplay and be capable of flawlessly interacting with the environment. The Elites would have to live up the some high standards, as it is one of the most important and influential characters in the entire storyline. It's just too much for a small group of Bungie employees to work on (remember, most are working on Reach or some other project).
Now, I don't know the story of REACH really well so I'm not sure if Elites are going to be enemies in REACH or not but if they are, Bungie could incorporate a "prototype/beta" AI of the Elites for use in Firefight. From there, Bungie could see any flaws in the Elite AI that could help improve the AI for them in REACH. After the AI was fully developed in REACH, Bungie could release an update for ODST fixing the Elites' AI.
Also, Bungie could edit the Brute AI specifically for the Elites. But, I doubt that would go well.
As I said before, I'm not sure if Elites are in REACH, if they are, then that's my point above. If they're not in REACH, then Elites have a slim chance of an appearance in ODST's Firefight.
