Ok, I am deeply intrigued by this idea being formed for halo combat and I would like to add my two cents.
The biggest question between the phantom and pelican is balance. What is balance? Balance IS NOT Having the same shield capacity or fire power as the enemy that you wish to be balanced against. A prime example that will show through the entirety of halo no matter what the outcome of this drop ship idea is the human weapons and vehicles fight differently than covenant weapons and vehicles with their pros and cons limiting and extending different methods in battle. If you still do not understand that take an easy one. The human sniper has 4 shots but has a long recoil. The Beam rifle has less ammunition but can fire rapidly with less recoil ,overheating is not recoil.
Now that my initial rant is done I can continue to add on to the topic.
A great idea for balance but not one I am finalizing, just suggesting, is that pelicans may have an increased firepower but a decreased amount of holding space. A simple balanced counter would be that the phantom has greater space to accommodate multiple vehicles or more troops but has lower attack strength. There are many variations that can take place, for instance if a phantom abided by past rules of phantoms when dropping or picking up troops is that it can remain in flight and use its lift to do its duty where as a pelican must make contact with the ground or be considerably close.
Another issue I have not seen discussed is the drops themselves. We all know if you drop a vehicle from the top of sandbox that it will explode on impact with the floor, but you can go below that height and drop a vehicle with minimal damage. I suggest some sort of altitude limit or region that is deemed suitable for drops and any higher be considered instant death or the drop option ,assumeably controlled by the pilot will be inoperable.
Now on to the multiplayer logistics,
If a pelican and phantom were to be introduced in multiplayer, yes the maps would probably have to be bigger ,you never know though creativity triumphs in the end. The biggest issue to address is obviously lag. People continue to claim Bungies servers as being the instigator for bad game lag or horrible connection disconnects. Personally I have had first hand experience for years with the lowest internet connection compatible with xbox live and I can safely say that even though the servers do play a part in lag its generally the peoples connections that are at fault. Reason being, that is why developers and companies make game servers to accommodate YOU for YOUR bad connection, so they are trying to turn your bottom of the barrel internet compatible with people who have top of the line internet.
This can be fixed easily as stated before and we have the technology to do so privately as well as generally. If anyone has read anything about the new game coming out called Section 8 they might have read or heard that people on xbox will be able to run their own servers and host their own green connection games if they have the capability, turning on options such as a 32 player multiplayer game on xbox into a reality totally lag free, but there is also the traditional method of making games up to 16 player as well.
To the best of my current thought on the subject, to fully integrate drop ships into halo 3 multiplayer as is would require larger maps and a new tactical system. That does not mean that they will be counted out for slayer, but it could be just like how the hornet was introduced in halo 3. Yes it changed combat slightly but not to an extreme degree and that is how drop ships should be incorporated with out of the box thinking and ingenious logistics of the way the vehicle performs.
This is just a quick thing I thought of while reading your thread and all of its posts, so I will probably have more to add later when I think of it.
Also in a quick side note, having closeable doors does not fully support each vehicle the same, though it could play into what I described earlier as true balance. Anyways, if a pelican closes its door nothing can go in or out of it. If a phantom closes its side doors, the lift is still in operation and therefore does not work the same, but as I said it could play into balance when considering all of the traits of the two vehicles together.
