Seeing as how they haven't finished the engine (or at least as far as I know they haven't) they couldn't have in game footage. Even if they had any in-game at all to show, with another year and a half to go you think the game looks anywhere near the finished product... at all....? Didn't think so. So my statement stands. They weren't releasing Halo 3 footage in early 2006, now were they? So why or how would they release footage of a game that's a year and a half from being done... With even a beta being months away... All they would have is pre-alpha at best. Take this from a kid whose [closed/open] beta tested at least 4 games, and alpha tested one... It's not pretty, people.
Then again, Nathan Fillion has already had has a sneak peak at the game. Therefore, its probably at a stage where viewing it will not make peoples eyes bleed. Besides, do remember that when Halo 3 was announced, we did see gameplay footage in the trailer itself unlike in this situation where I highly doubt the Reach trailer was made with in-game assets. Besides, the trailer seemed more like a teaser akin to the 'Keep it Clean' teaser that came out on Halo 3's Anniversary last year.
You see, they were going to show the 'Keep it Clean' teaser last year at E3 and then the Announcement piece afterwards if I'm not mistaken. Then that got -blam!- when the E3 showing was cancelled. So, they did it again on Halo 3's anniversary, releasing a teaser trailer and then a few weeks later an announcement trailer.
A similar think could happen here, with the trailer we have now being a teaser and an actual in-game engine Announcement Trailer on Bungie Day, just showing us who we'll be playing as, as all Bungie announcement trailers have in the past.
I could definitely see something of the sort happening.
