Your ideas are pretty good. I love the night/day option for custom games, it's been something I've wanted since Halo 1. I'm guessing by the title you want us to put down our own ideas as well, so here goes.
Evolve the game this time. Seriously, when Halo 1 came out it set an example for console FPS games. When Halo 2 came out, it unleashed a huge new way of playing Halo by introducing boarding, dual wielding, holding Energy Swords. Halo 3 just seemed like a mere expansion pack of Halo 2, and it gets even more disappointing when you look at the two sequels cut things, and see that Halo 3 was a lot more of "could have been" than "already is".
Billions of different custom games options, forge options and player customization options. This adds to replay value. The more options, the better. More colours, armour permutations, emblems and customizable parts for your character, to make them as unique as possible. More custom game options, for example, could we possibly have the full weapon set to choose from when selecting the starting weapons and weapons on map? And have the same thing for Forge, as I've noticed some weapons are also missing on some maps. Forge options would be a delete all option, to save time having to delete everything manually, or downloading a canvas, wasting memory space.
Making Forge a proper map editor. Imagine the endless possibilities this would have. It would be Halo Custom Edition's glorious days once again, only this time it would be for Halo: Reach, a mere console game, not even out for the PC, that has tons of custom made maps available for it.
Longer, better, epic, replayable Campaign with plenty of unlockables to earn, along with better AI. A game's campaign should be at a decent length anyway, especially since we're paying £50 or $60 for games these days. I don't understand why games are getting shorter yet more expensive. While also making the campaign longer, they also need to make it more dramatic, more breathtaking and more explosive. Make the cutscenes interesting to watch, make them longer, packed with more action rather than just the Chief walking into a certain area all the time. AI should also be improved so they will take cover, communicate with one another, call for reinforcements, and also have the ability to hear your footsteps if you're behind them running around like a maniac.
Tons more vehicles and weapons, there are several variants of the Warthog that we have never seen in game before. There are loads of weapons mentioned in the books that we have never seen in game before. Instead of making totally brand new weapons, why not make use of the existing weapons and vehicles from the books, while also including more new weapons and vehicles? It would add loads to the replay value.
Vehicle health instead of basing it on the player's health. I never got the idea of basing vehicle health on your player's health. Plus it makes heavily armoured vehicles unstoppable. Having vehicle health would solve the problem, and make it more realistic.
Return of health bars and health packs. I hated being a total human sponge soaking up bullets and plasma. Plus it forces the player to think more tactically. For example, when they have more health, they're going to take more risks, but when they have less health, they are going to be taking much less risks.
More animations. Examples would be boarding vehicles, a different animation each time you board a vehicle, or ready a weapon, just to make things more interesting. Also add in more animations to make the player seem less "stiff". What I mean by that is that there is nothing that affects your character, he does nothing more than just run and shoot. Why not add some staggering effects, just for campaign?
Less music, more ambient sounds. No offense to Marty, as he does a good job in composing the music for Halo. However, it's constant in Halo 3, not giving you any moments of silence, time to listen to the trees sway, the calm waves of the water, or distant enemy activity. This would add a lot more immersion into the game.
I know you've already got some of the things I've suggested, I'm just putting them down anyway, because I'm in a typing mood.
