This is simple reasoning on my side.
We know that with Halo 3 : ODST a key to the Reach beta will ship. Reach will fall in 2010. So let's say that Reach is released at the end of 2010. Since Bungie says it will be released in 2010, we'll assume that it's out in Q4. The beta should be around the middle of 2010, no? That's how Halo 3 was.
And people have suggested that Natal will be released at the end of 2010. So therefore, the beta will not be using Natal technology. If it does, it has to be closed [which we know it is not, because of ODST shipping with a key].
So that establishes the fact that the Reach beta will NOT use Natal technology.
Now, what's the point of a beta? A beta is to test for bugs in a game. You cannot make a beta KNOWING that you will drastically change the gameplay experience of the game after the beta is finished. So therefore, Halo: Reach cannot use Natal. Theoretically, it could be possible, but imagine the outcry of people who want Halo: Reach to be exactly like the beta?
True, Natal may be used in small segments, in parts of Reach that can only be accessed by Natal users. I think the chances are slim though.
Do you think I'm right, or would you care to counter my argument?
