Problem
In Halo 3 there is the 'golden triangle' of attacking; melee, shooting, and grenades. When you dual wield, you lose one of the 'triangle', grenades.
Grenades (in Halo 3) aren't actually a very significant loss (unless you are using a BR). If you are using a PR or SMG, you really don't care if you lose a grenade. Its a tiny loss, therefore for balance you can only get a tiny gain. Dual wielding weps can only be a tiny bit better then normal because grenades are a tiny benefit.
Small loss = small gain
Significant loss = significant gain
Fix
1. Meleeing is impossible when dual wielding. Meleeing is a VERY large portion of your attacking; a significant loss. Losing both parts of the triangle, the remaining one should be as powerful as its losses. Dual wield weapons can be just as strong by itself, and be 2x as strong when dual wielded making it worth using and preventing the half weapon syndrome.

2. Make grenades much stronger (Halo 1 style). Again, a significant loss (grenades) can equal allowing a significant gain (more damage from dual wielding)
