Bungie and Microsoft both said they made the Campaign longer than originally planned. And just because they estimate a price doesn't mean they are done. It could mean they are just halfway through production and know a general idea of how much it'll be (Not the official confirmed price)
Okay, so we're paying for Halo 3's multiplayer too. So? Who cares, you're still getting a bunch of new awesome features. And I pay for things with my own money, and no, $20 is nothing in today's world. Neither is $100, even $1000 only goes so far. You obviously have your mom buy your things if you think $20 is a lot. And you said yourself you're buying the game, so that obviously means you like the look/feel and idea of the Campaign and Firefight if you're buying it.
Even if they aren't, it won't matter in the end, they're still going to buy it, they don't care what were actually paying for. Still, why repeat it? Like I said, in the end it won't matter, they'll still buy the game regardless if we were only paying for Campaign.

We are getting Firefight, Campaign, Halo: Reach beta and 3 new maps. Do you understand that? Good. Alright, now we get the Halo 3 Multiplayer and the other map packs, which we already pay for. The 4 new features we ARE getting, are worth more (to me) then Halo 3's Multiplayer (which is 2 years old) and Map Packs (which are all very old, even Mythic Part 1 was released early with Halo Wars on March 3, which makes it over 4 months old, which is a fair amount of time). The new features will have new weapons, features, enemies, vehicles, and a general new experience.
Now. Would you rather Halo 3's Multiplayer, and the old map packs, or the new Campaign, Firefight, Halo: Reach beta and 3 new maps.
IF you're not completely retarded (or really linear on making your point) you would have chosen the second option. So, there's your answer. You're getting your moneys worth simply because it's new and Bungie said themselves it's worth the $60, they filled the Campaign and Firefight with enough content to be worth it.
