Halo 3: ODST comes with two discs. The first contains the ODST Campaign, Firefight, Theater, and Extras (This is where you will be able to access the Halo: Reach beta when it goes live). The second disc is Halo 3's Multiplayer component with Matchmaking, Custom Games, Forge, and Theater. The second disc is read as Halo 3 and has all 24 maps on it, including all the DLC, original maps, and the second part of the Mythic Map Pack.
All armor you unlocked in Halo 3's multiplayer can be used on the second disc. You can also unlock Recon armor by unlocking all 7 Vidmaster Challenge achievements. This requires all 3 Halo 3 discs to do. The Vidmasters are: 7 on 7 (either the original Halo 3 disc or second ODST disc required to unlock), Annual (need original Halo 3 disc to unlock), Brainpan (need Halo 3 Multiplayer disc included with ODST), Lightswitch (either original Halo 3 disc or second ODST disc required to unlock), 3 non-confirmed named Vidmasters (require ODST Campaign disc to unlock). The last 3 Vidmasters do have names but since it is leaked info, I can not disclose their names at this time. I can tell you however, as this was said by Bungie in their latest podcast, some of them require 4 people to unlock.
In answer to your question: No, there is no new multiplayer armor and there will never be new multiplayer armor. All armor you unlocked in Halo 3 Matchmaking and Campaign will stay unlocked for Halo 3: ODST's Halo 3 multiplayer disc.
