Listen, The BR probably will be in the game. The only reason people think it won't because ODST traded the BR in for a Pistol.
Let me put it this way... the reason that they killed the Halo CE pistol is because its a bit awkward from a multiplayer balance standpoint to balance a dual-wieldable medium ranged weapon. I mean, it would just be so unique, how many weapons do you know of that operate well at medium range and can be dual wielded other than the pistol? All the dual wieldables in Halo 3 at least are close ranged. It simply didn't fit into their blueprints, so to solve the problem, they transferred the role of the pistol to a weapon that could obviously not be dual-wielded, and created a sidearm pistol without a scope to be used as a dual wieldable weapon, opening up an avenue for headshots at close range.
In Halo 3, again, dual-wieldable medium ranged weapon didn't fit into the system, so the battle rifle was there again.
So why is the pistol in ODST? Simply put, the ODST can't dual wield, so the awkwardness of dealing with a dual-wieldable medium ranged weapon is gone from the system, so Bungie decided to please fans by bringing back the scoped pistol instead of the BR.
Given that we will probably be playing as spartans and given that it is unlikely that they will kill the dual-wielding system, I'm guessing its back to BRs in Reach.
