They were confirmed in halo 3 odst so probably halo reach too. If they arent i will be disappointed.

It depends... Huragok (engineers) were'nt battle-prone beings. They werent out on the front lines when battles were beign fought so they werent known about. They would be on ships to obviously make repairs and control systems (evident in "First Strike") otherwise they wouldnt be in ground operations. They typically were reverred beings for their technical abilities so were kept out of danger's path.

So technically they shouldnt be encountered unless you end up in a black-ops stealth mission where the Covenant didnt expect you (like in "First Strike").

Well, since the Covenant own most of New Mombasa now... Engineers would most likely just be working on cars and other technology around the city.

Engineers are non-combatants. They're fragile, floating blobs with tentacles, tasked with collecting information about technology encountered by the Covenant. They would not oppose the player-character, first because they are not compelled to do so and second because they are mostly physically incapable of doing so.
