Yes. There is a pistol to replace it's role in ODST's Campaign.
You see, its a bit awkward to deal with a medium ranged dual wieldable weapon in Halo's sandbox, so they solved the problem by giving the Halo CE's Pistol's niche to the Battle Rifle. Halo 3 again had dual wielding, so no scoped pistol, so the battle rifle returns.
In ODST however, the protagonist can't dual wield, so one does not need to worry about the problems of having a dual-wieldable medium ranged weapon, so they decided to bring it back.
If you play as a spartan in Reach, you will probably be able to dual wield, so the BR will return.
This is not a confirmation, it is a deduction, big difference. Personally I would hope that the BR does not make it's way into Reach, the BR streamlined Halo MP gameplay for the worst when it was released in Halo2. Many older fans of the franchise, and those that don't just like another camp'n shoot FPS, are not fans of the effect the BR has had on gameplay.
