Firstly, yes, the only reasons Brutes and Drones were not in Halo: Combat Evolved was because Bungie hadn't developed them yet. Fine, they existed as a part of the Covenant during this time, whatever, I won't argue with that.

Second, peoples arguments as to why Brutes and Drones should be in Reach is that: "Oh there were so many ships attacking Reach, one was bound to have a few Brutes and Drones on it"
If this is true then why aren't there any Brutes or Drones on the first Halo? Master Chief was bound to run into a few of em.

Thirdly, I understand that gameplay would feel a little old if we only have Elites, Grunts, Jackals, and Hunters, with no Brutes, and Drones, and no new Covenant, but this is why making prequels are so tough. They're tough because you come up with new and advanced ideas even though the setting takes place before the first game. You have to be careful how you weave these new characters, or even weapons and vehicles into the story without the player saying; "Wow, that's awesome! But why isn't it in Halo: CE if it's in Reach which comes before it?"

Due to timeline, Brutes and Drones shouldn't be in Reach, but they're probably going to be to keep gameplay fresh. Hell, Bungie might even add more new Covenant, who knows?

I doubt seeing more covenant species, maybe some Hurrugock but that's it.

Brutes were the first aliens to attack Harvest, then apparently disappeared for a while. They may be there, they may not.

To be quite honest I don't care about time line, it's a freaking game. The more new stuff they add the better, whether that be new species, vehicles or weapons. Don't get me wrong it is still important that bungie follows cannon just not to every detail.

Think of the halo 1 pistol and halo 2 pistol, it became less advanced.

I think that they should be in there.

There were two ships at Reach, one (the Arbiter's) followed the Chief and would have been an all-Elite fleet. Another stayed at Reach to conquer the world, and there could have been all types of Covenant in this one.

There should be no new Covenant races (but new ranks are a must).

You answered your own question. There were no Brutes in the first game because Bungie had not created them. But IIRC the Brute were the first covenant species Humanity came in contact with. No doubt they will be in Halo : Reach.

The reason they weren't in Halo CE is because the fleet that followed the Pillar of Autumn, the Fleet of Particular Justice, was a Sangheili fleet, led by the Supreme Commander, later to become the Arbiter.

Again as many people told you in the other thread they are involved in the covenant military during the time of Reach.

Brutes and Drones were part of the first battle against the Humans on Harvest.

If you understand why they weren't in the first Halo game then you obviously know the reason why they weren't included in it. Nevertheless the Covenant ship that followed the Pillar of Autumn to the first Halo ring was an Elite dominated ship. As you know Brutes and Elites have a bit of a feud so obviously the ship wouldn't have contained any of them.

Brutes were also present in Halo Wars.

Heres a time frame for you.

2525- First Battle of Harvest and first contact with the Humans is met by the following species. Brutes, Grunts, Jackals, an Engineer and Drones. Elites weren'teven involved in the battle.
2531- Spirit of Fire confronts a Brute Force on the Shield World they land in while searching for Anders.
2552- The Battle of Reach takes place.

That means the Brutes were a part of the covenant for 27 years before the Battle of Reach. And since the Drones were in the covenant longer than the Brutes than obviously they were participating in Battles for at least as long.

Brutes were not a part of the Covenant military during the Battle Of Reach, they were ceremonial Guards at that point. Cortana even says so in First Strike when the Spartans encounter Brutes for the first time on the Unyielding Hierophant.

They failed at Harvest, so they were removed from military service due to that failure.

They are most assuredly in Halo Wars NOT as ceremonial guard in the campaign mission where you first fight the flood. They are more like squad leaders, with 1-2 brutes to every 6 grunts. I've forgotten if they appear at all in any other mission..
Also, I think Drones should have ranks or different weapons compared to Halo 3 where they had two weapons and were only one type of them, and they barely appeared in the missions.
I wouldn't mind if they had/didn't have brutes in Reach I think they're fine as they are. I can't say I want the elites back because I have not played Halo CE or Halo 2.
